Start by reviewing decision making, problem solving, and goals and objectives.

Problem statement.

What do we need to figure out?

Is analysis needed?

Is there a faster or more direct solution? Are there significant risks at hand?

Observations.

What’s caused us to think we need this analysis?

Context & factors.

What’s the context? What factors and traits are involved?

Anatomy of the system.

What are the components and flows in the system?

Hypothesis.

What might explain the mechanics behind the observation?

Leverage points.

What might change the system of those mechanics? Which leverage points are most impactful?

Enact change.

Execute the change, perhaps as part of a change initiative.

Feedback loops to monitor change.

Ensure there are feedback loops that can create new observations, possibly restarting the process.
